Inovasi Kebijakan dalam Meningkatkan Produksi Daging Sapi di Kabupaten Serdang Bedagai

Penelitian ini mengkaji proses inovasi kebijakan "Si Akang Gembul", program penggemukan sapi di Serdang Bedagai, menggunakan kerangka analisis Jordan & Huitema serta teori difusi Rogers. Melalui pendekatan kualitatif-studi kasus dengan wawancara mendalam dan analisis dokumen, ditemukan paradoks signifikan: meskipun program ini memenangkan CNN Awards 2024, ia tidak dikenal oleh mayoritas peternak mandiri. Tiga temuan utama diidentifikasi. Pertama, inovasi ini lahir dari inisiatif seorang policy entrepreneur (Bupati) yang divalidasi melalui kompetisi eksternal sebelum diadopsi secara resmi, sebuah pola unik. Kedua, difusi inovasi gagal meluas karena terputusnya komunikasi vertikal (untuk legitimasi eksternal) dan komunikasi horizontal (untuk penyebaran akar rumput). Ketiga, keberlanjutan program terancam oleh lemahnya pelembagaan formal, ketiadaan alokasi anggaran dalam RPJMD, dan ambiguitas kepemilikan antar-dinas. Model kemitraan publik-swasta-masyarakat yang diterapkan berhasil secara teknis, namun gagal mentransformasi ekosistem peternakan secara luas. Penelitian ini menyimpulkan bahwa kesuksesan simbolik tidak menjamin difusi dan keberlanjutan, serta menekankan krusialnya strategi komunikasi grassroots dan formalisasi dalam perencanaan untuk dampak jangka panjang.
