Dinamika Relasi Kuasa dalam Pengelolaan Desa Wisata Bakas Kabupaten Klungkung

Penelitian ini menganalisis dinamika relasi kuasa dalam pengembangan dan pengelolaan Desa Wisata Bakas, Kabupaten Klungkung. Pengembangan desa wisata di Bakas tidak sepenuhnya lahir dari perencanaan formal pemerintah, melainkan berawal dari inisiatif warga lokal melalui aktivitas rafting sejak tahun 2017. Dengan menggunakan pendekatan kualitatif dan perspektif relasi kuasa Michel Foucault, penelitian ini menunjukkan bahwa pengelolaan Desa Wisata Bakas mengalami pergeseran dari inisiatif personal menuju struktur kolektif yang lebih terlembaga melalui peran pemerintah desa dan Pokdarwis. Meskipun demikian, koordinasi antaraktor masih bersifat dinamis, khususnya terkait pengelolaan tiket, penyesuaian regulasi, dan pembagian kewenangan. Penelitian ini menegaskan bahwa tata kelola desa wisata bukan hanya proses ekonomi, melainkan arena negosiasi relasi kuasa yang bersifat produktif dan relasional.
