Analisis Dampak Operasional Kendaraan Barang pada Jam Puncak terhadap Kemacetan Jalan Alang-Alang Lebar Kota Palembang

Permasalahan penelitian ini adalah kemacetan pada segmen midblock Jalan Bypass Alang-Alang Lebar Palembang pada jam puncak, yang diduga dipicu kontribusi kendaraan barang dalam arus campuran. Penelitian bertujuan mengukur pengaruh operasional kendaraan barang terhadap kinerja ruas serta menilai efektivitas skenario pengendalian operasional. Metode yang digunakan bersifat deskriptif-kuantitatif berbasis PKJI 2023, meliputi survei volume terklasifikasi interval 15 menit, pengukuran kecepatan operasi dengan metode floating car pada segmen 200 m, dan pencatatan hambatan samping untuk penentuan kapasitas efektif, PHF, derajat kejenuhan (DS), dan Level of Service (LoS). Hasil menunjukkan kapasitas efektif 3.196 smp/jam dengan volume jam puncak 2.993,5–3.028,8 smp/jam sehingga DS 0,937–0,948 (LoS E). Skenario pengalihan truk besar menurunkan DS menjadi 0,866–0,876 (LoS D), sedangkan pengurangan 50% TB+KS menurunkan DS menjadi 0,820–0,829 (LoS D). Temuan menegaskan bahwa meski jumlahnya tidak dominan, truk besar ber-EMP tinggi mempercepat kondisi jenuh; pengaturan time-window serta penertiban bongkar-muat dan parkir tepi jalan direkomendasikan untuk menjaga stabilitas arus ruas.
