Dinamika dan Strategi Bantuan Kemanusiaan United Nations Relief and Works Agency (UNRWA) dalam Krisis Palestina

Krisis kemanusiaan di Palestina merupakan situasi berkepanjangan yang menempatkan United Nations Relief and Works Agency sebagai penyedia layanan dasar utama bagi pengungsi Palestina. Operasi kemanusiaan UNRWA tidak berjalan dalam ruang hampa, UNRWA dihadapkan pada dinamika politik dan keuangan yang kompleks. Penelitian ini bertujuan untuk menganalisis dinamika serta strategi yang diterapkan UNRWA dalam merespons tantangan tersebut. Dengan menggunakan metode kualitatif dan pendekatan studi kasus, data dikumpulkan dari laporan-laporan resmi UNRWA, dokumen PBB, dan literatur sekunder. Penelitian ini mengungkap bahwa dinamika utama yang dihadapi meliputi fluktuasi pendanaan politik dari negara donor, tekanan geopolitik terhadap legitimasi mandatnya, dan kondisi keamanan yang tidak stabil di lapangan. Selain itu, UNRWA mengembangkan berbagai jenis strategi adaptif, termasuk diversifikasi sumber pendanaan, advokasi multilateral yang intensif, serta inovasi dalam sistem distribusi bantuan untuk memastikan keberlanjutan operasinya dalam merespon dinamika tersebut. Dapat disimpulkan bahwa ketahanan UNRWA sangat bergantung pada kemampuannya untuk bernavigasi dalam bingkai politik kemanusiaan yang dinamis, meskipun solusi utama bagi pengungsi Palestina pada akhirnya terletak pada penyelesaian akar masalah politik konflik tersebut.
